M4A/AAC and OGG/Opus encoding depend on codecs available in your browser. Re-encoding may reduce sound quality, and the result may be larger; no copy is offered unless it is smaller. There is no fixed server file-size cap, but device memory, speed, free storage and browser codec support are practical limits. A desktop or laptop is recommended for long recordings.
